The Schreifer Group led a multiple-stage effort to respond to a current Headquarters Installation Management Command (IMCOM) led Housing Market Analysis and create a requirements-driven end state for housing at Camp Zama and Sagamihara Family Housing Area (SFHA) in Kanagawa Prefecture, Honshu, Japan.
This project was a multi-stage effort to respond to a current Headquarters Installation Management Command (IMCOM) led Housing Market Analysis and create a requirements-driven end state for housing at Camp Zama and Sagamihara Family Housing Area (SFHA) in Kanagawa Prefecture, Honshu, Japan. The planning process started with a BUILDER assessment to inventory and evaluate 894 housing units, identifying priorities for repair and renovation.
Once the BUILDER data was complete, we held a stakeholder-driven week-long charrette to develop a planning vision for housing at Camp Zama. Both U.S. government and host nation stakeholders participated in the charrette, which also identified three courses of action for high-quality military family housing in defined neighborhoods with community amenities. We created a follow-on survey which was then distributed to all residents of family housing to gain additional input on priorities for housing features as well as park and neighborhood characteristics. A signature element of the plan included a landscape development plan for Dewey Park, a central space at Camp Zama with a pond, playgrounds, pavilions, and community space for camping, hiking, picnics, and ceremonial events. The pre-final plan was presented as part of an onsite community open house, where the Garrison commander held an open conversation on how the plan would enable Camp Zama to provide quality family housing and sustain community-focused neighborhoods for those assigned to U.S. Army Garrison Japan.
The third phase of the effort included a planning charrette and 1391 development for five key priority projects from the housing development plan.
Highlights of this project included:
A Facility Conditions Assessment (FCA) using BUILDER for all military family housing units at Camp Zama and SFHA; the FCA allowed the planning process to kick off with data-driven discussions about the best courses of action for the housing inventory, including demolition, renovation, or repair
A Military Family Housing Development Plan (MFHDP) for all military family housing areas on both installations, which included a stakeholder-driven planning workshop, a housing survey distributed to all Camp Zama residents, and an onsite, command-led community review session
Development of five DD Form 1391s for the top development/renovation projects identified through the FCA and MFHDP process to enable a seamless transition between planning, programming, and implementation
